Villy Lopman advises clients primarily in the field of public law, which includes negotiating with different authorities and handling court disputes against the state. Villy has extraordinary skills and experience in communicating with state authorities – he used to work as Head of the Legal Department and Principal Lawyer at the Estonian Tax and Customs Board.

Villy has in-depth knowledge and vast experience in tax law and he has advised clients with a variety of profiles in the field of taxes for many years. In recent years, he has focused on the protection of the interests of local authorities in their interactions with the state.

Villy has advised clients in various court cases with ground-breaking outcomes including in construction and planning disputes. He has acted as a criminal defence counsel in cases of economic crime and represented a large number of clients at the European Court of Human Rights. It is remarkable that Villy, being an expert in the field of taxes, has participated in all major tax disputes in Estonia in recent years either in the capacity of the Head of the Legal Department of the Tax and Customs Board or as a practicing attorney-at-law. These include, for example, successfully representing the Tax and Customs Board in the dispute with the former shareholders of Stora Enso Timber (the so-called Sylvester case), representing the City of Tallinn against a large group of undertakings in a sales tax dispute, and representing a client in the ground-breaking case of the constitutional review of tax interests in the Constitutional Review Chamber of the Supreme Court. In its review of 2017, the Tax and Customs Board considered the latter case as one of the most important court disputes of the year.

Villy is also a passionate trainer – he has been a lecturer at the University of Tartu, Tallinn University and the Estonian Academy of Security Sciences. He has also provided training to various authorities, such as officials of the Tax and Customs Board and judges of the Republic of Estonia.
