RASK consults on sale of Tallinn´s landmark, Patarei coastal fortress.

Case

RASK Attorneys-at-Law advised State Real Estate (Riigi Kinnisvara AS) on the preparation of the auction documentation for the sale of the Patarei Coastal Fortress.

The advice included a thorough analysis of the various sales alternatives, as well as preparation of legal sales conditions and setting up the protocol for transaction itself.

The winning investor will be required to preserve the historic buildings of the Patarei Coastal Fortress, as well as to build beach promenades and maintain the land for 6 years. The investor must, therefore, comply with all applicable requirements included in heritage conservation restrictions, and the planning and architectural competition rules. The expected cost of the renovation is 70‒80 million euros.

In the public interest, the east wing of the main building will be allocated to the Museum and International Research Center on the Crimes of Communism run by the Estonian Institute of Historical Memory. To ensure parking facilities in the area, the developer will build a carpark primarily for public use. Part of the complex, which up to now has been closed, will be available for the public to visit, and a road network and beach promenades will also be built.
